These two sites will let you view Japanese sites (mostly correctly), even if you do not have a Japanese operating system or browser. Both are relatively slow since they convert the text to graphics, but they do not require any extra software.

If you use Internet Explorer on Windows, this site will let you download fonts that enable you to both view and type Asian languages. You will have to configure your browser correctly.

If you use a Macintosh, new system CDs (not OS X) include Language Kits for several languages - including Chinese, Japanese and Korean. Once you install a Language Kit, you will be able to view and type that language. You will have to configure your browser correctly. NOTE: the Opera browser does not yet support double-byte languages.
